Open Access Policy
The editorial board adheres to the principles of open science, in particular the Budapest Open Access Initiative, Initiative for Open Citations (I4OC), Initiative for Open Abstracts (I4OA), Barcelona Declaration on Open Research Information and supports the open access initiative, which promotes the accelerated development of science and according to the principles of which all the content of the journal is freely available and free of charge for the user or his institution. The journal is included in the Directory of Open Access Journals (DOAJ)

The editorial board of the journal "Technical Electrodynamics" uses the principles of transparency Principles of Transparency and Best Practice in Scholarly Publishing, the best publishing practices of OASPA (Open Access Scholarly Publishing Association), EASE (European Association of Science Editors), the recommendations of the Committee on Publication Ethics (COPE) and adheres to the principles of DORA (San Francisco Declaration on Research Assessment), and also relies on the experience of reputable international publishers. Compliance with the rules of ethics of scientific publications by all participants in the publishing process contributes to ensuring the rights of authors to intellectual property, improving the quality of the publication and preventing the possibility of unauthorized use of author's materials in the interests of individuals.

 

Ethical obligations of the editorial board members and the journal editorial staff
1. All materials submitted for publication are carefully selected and reviewed.The editorial board reserves the right to reject an article if the editorial board member believes that it does not meet the profile of the journal, or to return it for revision.The author is obliged to revise the article in accordance with the comments of the reviewers or the editorial board.

  1. A member of the editorial board must consider all manuscripts submitted for publication without prejudice, evaluating each one appropriately, regardless of the racial, religious, national origin, as well as the position or place of work of the author (authors).
  2. A member of the editorial board must consider manuscripts submitted for publication as quickly as possible and take into account the reviewer's recommendation regarding the quality and reliability of the manuscript submitted for publication.
  3. Editorial board members should not provide any information related to the content of the manuscript under consideration to other persons, except for persons participating in the professional evaluation of this manuscript.After a positive decision of the editorial board member, the article is published in the journal and placed on appropriate electronic resources.
  4. The responsibility and rights of a journal editorial board member with respect to any submitted manuscript, the author of which is the editorial board member himself, should be delegated to another qualified person.
  5. If the manuscript is so closely related to the current or past research of the editorial board member that a conflict of interest may arise, the editorial board member should take steps to ensure that another qualified person assumes editorial responsibility for this manuscript.
  6. If a member of the editorial board is presented with convincing evidence that the main content or conclusions of a work published in the journal are erroneous, the member of the editorial board should facilitate the publication in the journal of an appropriate notice indicating this error.This notice may be written by the person who discovered the error or by an independent author.
  7. The member of the editorial board may decide to use one or more reviewers if he believes that their opinions are important for an impartial review of the manuscript.

Ethical obligations of authors
1. The main obligation of the author is to provide an accurate report of the research conducted, acceptable for an objective discussion of its significance.

  1. The authors of the articles bear full responsibility for the content of the articles and the very fact of their publication.The editorial board of the journal is not liable to the authors and/or third parties and organizations for possible damage caused by the publication of the article.
  2. The material on the results of the research submitted to the editorial board must be sufficiently complete and contain the necessary references to available sources of information so that specialists in this field can repeat this work.
  3. The author must cite those publications that have had a decisive influence on the essence of the work presented, as well as those that can quickly introduce the reader to earlier works that are important for understanding this research.With the exception of reviews, citation of works that are not directly related to this message should be minimized.The author is required to conduct a literature search to find and cite original publications that describe research closely related to this communication.It is also necessary to properly indicate the sources of fundamentally important materials used in this work, if these materials were not obtained by the author himself;self-citation should be limited as much as possible.
  4. When preparing a manuscript for publication, the author should inform the editor-in-chief of related manuscripts of the author submitted or accepted for publication.Copies of these manuscripts should be submitted to the editor-in-chief, and their relationship to the manuscript submitted for publication should be indicated.
  5. The author should not submit manuscripts describing essentially the same results to more than one journal as a primary publication, unless this is a resubmission of a manuscript rejected by the journal or withdrawn by the author.
  6. The author should clearly indicate the sources of all cited or presented information, except for information that is generally known.Information obtained privately, in conversation, in correspondence, or during discussions with third parties, should not be used or communicated in the author's work without the express permission of the researcher.
  7. Experimental or theoretical research may sometimes serve as a basis for criticism of the work of another researcher.Published articles may, where appropriate, contain similar criticism.Personal criticism, however, is not appropriate under any circumstances.
  8. Co-authors of the article should be those individuals who have made a significant scientific contribution to the work presented and who share responsibility for the results obtained.Other contributions should be noted in the notes or in the "Acknowledgements" section.The author submitting the manuscript for publication is responsible for ensuring that those and only those individuals who meet the criteria for authorship are included in the list of co-authors.In a multi-authored article, the author who submits contact information, documents, and correspondence with the editorial board assumes responsibility for the consent of the other authors of the article to its publication in the journal.
  9. Authors must inform the editor-in-chief of any potential conflict of interest, such as consulting or financial interests of any company, that could be affected by the publication of the results contained in the manuscript. Authors must ensure that there are no contractual relationships or proprietary considerations that could affect the publication of the information contained in the submitted manuscript.

Ethical obligations of reviewers
1. Since manuscript review is an essential step in the publication process and, thus, in the implementation of the scientific method as such, every scientist is obliged to perform a certain share of review work.

  1. If the selected reviewer is not sure that his knowledge in the given field does not correspond to the content of the research presented in the manuscript, he should immediately return the manuscript.
  2. The reviewer should objectively assess the quality of the manuscript, the experimental and theoretical work presented, its interpretation and presentation, and also take into account the extent to which the work meets scientific and literary standards.The reviewer should respect the intellectual independence of the authors.
  3. The reviewer should take into account the possibility of a conflict of interest in the case when the given manuscript is closely related to the current or published work of the reviewer.If in doubt, the reviewer should immediately return the manuscript without review, indicating the conflict of interest.
  4. A reviewer should not evaluate a manuscript with whose author or co-author he has a personal or professional relationship, and if such relationship may influence the judgment of the manuscript.
  5. A reviewer should treat the manuscript sent for review as a confidential document.He should not show the manuscript to other persons or discuss it with other colleagues except in special cases when the reviewer needs someone's special consultation.
  6. Reviewers should adequately explain and argue their judgments so that the editorial board and the authors can understand what their remarks are based on.Any statement that an observation, conclusion or argument has been previously published should be accompanied by an appropriate reference.
  7. A reviewer should note any cases of insufficient citation by the authors of the works of other scientists that are directly related to the work being reviewed;It should be noted that comments on insufficient citation of the reviewer's own research may appear biased.The reviewer should draw the editor-in-chief's attention to any significant similarity between the manuscript and any published article or any manuscript simultaneously submitted to another journal.
  8. The reviewer should provide feedback in a timely manner.The initial review period should not exceed one month.
  9. Reviewers should not use or disclose unpublished information, arguments, or interpretations contained in the manuscript without the author's consent.

Plagiarism Policy
The journal "Technical Electrodynamics" accepts for publication only original scientific articles that have not been published previously and have not been submitted for publication in other journals. Articles are checked for identity in the StrikePlagiarism program.

If more than 15% of borrowed text is detected or any forms of plagiarism (including self-plagiarism) are detected, the manuscript is returned to the authors with the possibility of resubmission after correction.
